Moldova deepens cooperation with EU Partnership Mission

Deputy Prime Minister and Foreign Minister of Moldova, Mihai Popșoi, held a meeting today with the new Head of the European Union Partnership Mission in Moldova (EUPM), Kirsten Joppe.

The officials reviewed cooperation between Moldova and EUPM since the mission was launched in Chișinău in 2023 and highlighted its contribution to strengthening national crisis-management capacities and responses to hybrid threats, including in the areas of cybersecurity and combating disinformation, CE Report quotes MOLDPRES.

The discussion took place shortly after Joppe assumed her new mandate. Popșoi congratulated the European official and wished her success in carrying out her responsibilities.

The two sides also discussed progress in implementing the EUPM Action Plan for 2025–2027, which has a budget of approximately €19.8 million. In this context, Popșoi expressed interest in continuing and deepening cooperation, particularly in the field of cybersecurity.

"We continue to rely on the support and expertise of EUPM and are interested in deepening cooperation in areas that contribute to strengthening the state's security, resilience and institutional capacities. Moldova's European path is irreversible, and as our country advances toward EU accession, strengthening the resilience of our institutions remains a priority," Popșoi said.

During the meeting, officials highlighted the experience accumulated by EUPM in Moldova, the first civilian mission under the European Union’s Common Security and Defence Policy (CSDP) with a mandate specifically focused on hybrid threats.

This expertise has proven valuable not only for EU member states but also for other civilian CSDP missions, including the European Union Mission in Armenia, established in April 2026. Popșoi welcomed the use of this experience and its contribution to strengthening European support instruments for partner countries.

For her part, Joppe reaffirmed EUPM’s commitment to continuing cooperation with the authorities in Chișinău and supporting efforts to strengthen the country's institutional capacities.
