Finland expects dozens of asylum transfers to Italy - EXCLUSIVE

The number of asylum seekers expected to be transferred from Finland to Italy annually under the EU’s Asylum and Migration Management Regulation (AMMR) is likely to be in the dozens, based on experience from previous years.

This was said by the source in the Ministry of the Interior of Finland, in an exclusive interview with CE Report.

The actual number will depend on the scale of secondary movements within Europe.

Under the deadlines established by the AMMR, transfers should generally take place within a few months after the responsible Member State accepts a take-charge request or confirms a take-back notification.

The obligation to transfer applicants to the Member State responsible for their asylum claim follows directly from the AMMR, which entered into application on June 12, 2026.

Under the regulation, authorities must determine which EU Member State is responsible for examining an application for international protection. Applicants are then to be transferred to the responsible country accordingly.

The AMMR forms part of the EU’s common legal framework on migration and asylum that became applicable on June 12 and is implemented by Finland alongside other EU Member States.

The Finnish Interior Ministry source also stressed that individual circumstances can be taken into account during the process.

Where required by a particular case, authorities can seek specific information or assurances from the responsible Member State. This can include assurances concerning reception conditions and the care available to vulnerable applicants.
