FIFA has confirmed a series of new rules that will be introduced at the 2026 FIFA World Cup, aimed at increasing effective playing time and reducing deliberate time-wasting by players.

One of the main changes concerns throw-ins. Players will have only five seconds to take a throw-in once the referee starts the countdown. Deliberate delays could result in possession being awarded to the opposing team.

The same principle will apply to goal kicks, where intentional delays may be punished by awarding a corner kick to the opposition, CE Report quotes Kosova Press.

Significant changes have also been introduced for substitutions. Players leaving the field will have just 10 seconds to exit at the nearest point. If they fail to do so, the substitute will not be allowed to enter for at least one minute, forcing the team to temporarily play with 10 men.

Under the new regulations, players who receive medical treatment from physiotherapists must remain off the field for 60 seconds before returning to play. Exceptions will apply to goalkeepers, serious injuries, and incidents where the opposing player receives a yellow or red card.

FIFA has also adopted stricter disciplinary measures for confrontational behavior. Players who cover their mouths during heated disputes or confrontations with opponents may face sanctions, including a red card.

The VAR system will also have expanded powers. Officials will now be able to review whether a corner kick was awarded incorrectly, provided the review is completed before play restarts. In addition, incidents involving a second yellow card that leads to a dismissal may be reviewed after the decision has been made, although VAR will not intervene to recommend a second yellow card during play.

These changes are expected to make their debut on football’s biggest stage at the 2026 World Cup, which will be hosted by the United States, Canada, and Mexico.
