Directorate: Reform agenda crucial for Bosnia's EU integration - EXCLUSIVE

The reforms included in the Reform Agenda are not new. They have already been known to the institutions for some time and are part of the obligations within the EU accession process. Among other things, the Reform Agenda includes reforms related to the judiciary, namely the Law on the Court of Bosnia and Herzegovina and the Law on the High Judicial and Prosecutorial Council (HJPC).

This was said by the source in the Directorate for European Integration (Bosnia and Herzegovina) in an exclusive interview with CE Report.

"At this stage, these reforms are essential for continuing Bosnia and Herzegovina's European integration process and for opening EU accession negotiations. The European integration process and the implementation of the related reforms require strong political support. Without implementing these reforms, it is difficult to expect progress to the next stage of the accession process or for citizens and the economy to experience its tangible benefits," the Directorate noted.

The source added that the preparation of Bosnia and Herzegovina's Reform Agenda was coordinated at the expert and technical level by the Directorate for Economic Planning.

"The Directorate for European Integration, together with the other designated institutions, participated as a member of the working group. Following the adoption of the Reform Agenda by the Council of Ministers of Bosnia and Herzegovina in September last year and its approval by the European Commission, the Council of Ministers took steps in December 2025 to establish the institutional framework for the implementation of the Reform Agenda and to conclude the Reform and Growth Facility Agreement and the Loan Agreement. However, these procedures have not yet been completed. In accordance with the conclusions adopted at the 104th session of the Council of Ministers of Bosnia and Herzegovina in March 2026, the Ministry of Finance and Treasury of Bosnia and Herzegovina has been tasked with submitting the final draft decision and is responsible for carrying out the procedure for concluding these agreements," the Directorate explained.

The Directorate for European Integration will continue, as it has done so far, to participate actively and professionally, within its mandate and in accordance with the responsibilities assigned by the Council of Ministers of Bosnia and Herzegovina, in all activities related to this decision as well as in all other areas where its involvement is required, the statement concluded.
