Chisinau Airport takes full control of Jet A1 fuel supply - EXCLUSIVE

S.E. “Chisinau International Airport” has taken full operational control of its Jet A1 fuel supply infrastructure, ensuring uninterrupted service and compliance with national and international aviation standards, a source in the Chisinau International Airport of Moldova told CE Report in an exclusive interview.

According to the source, the decision follows the termination of the investment agreement signed in 2005 with “Lukoil-Moldova” Ltd. for the modernization of the airport’s fuel supply complex. The Council for the Examination of Investments of Importance to State Security determined that the obligations under the agreement were not fully fulfilled, leading to the annulment of the contract and the restoration of the pre-agreement situation.

The original agreements, concluded in April 2005, involved the transfer of the airport’s movable and immovable fuel supply assets to the investor, with commitments to invest at least USD 6.2 million in acquisitions and modernization, conclude a service agreement with the State Agency for Material Reserves and Humanitarian Aid, and transfer two 1,000 m³ tanks to airport ownership, among other obligations. Subsequent evaluation found that not all commitments were met, resulting in the decision to terminate the investment agreement.

The source emphasized that, while the airport does not have the authority to specify which obligations were unfulfilled, it has taken all necessary steps to maintain operational continuity. On 14 November 2025, the Civil Aviation Authority issued a Ground Handling Certificate to the airport, authorizing it to provide Jet A1 fuel supply services directly.

Since 20 November 2025, Chisinau International Airport has been managing the fuel supply infrastructure using its own personnel, equipment, and facilities. The airport ensures continuous fuel supply operations under conditions of safety and efficiency, fully meeting the requirements of civil aviation standards.

The source highlighted that the airport’s direct management strengthens its control over critical infrastructure, guarantees operational resilience, and safeguards the uninterrupted servicing of commercial and cargo flights. The measure also reinforces the airport’s long-term strategic capacity to manage key aviation services independently.

Through sustained oversight, compliance with regulatory standards, and dedicated infrastructure management, S.E. “Chisinau International Airport” continues to provide reliable fuel supply services, maintaining its role as a central hub for air traffic in the Republic of Moldova.
