Bulgaria tops EU average for energy-efficient homes

One in four people in the European Union (23.9%) lived in homes where energy efficiency improvements had been carried out over the previous five years, according to Eurostat data for 2025 released on Tuesday.

Bulgaria ranked above the EU average, with 29.9% of the population living in homes with improved energy efficiency, placing the country 12th among the EU member states. Among people at risk of poverty or social exclusion, the share was 21.8%, compared with 33.0% for the rest of the population, CE Report quotes BTA.

The Netherlands recorded the highest share at 60.5%, followed by Denmark (34.0%) and France and Slovenia (33.3% each). The lowest shares were reported in Italy (2.6%), Malta (7.8%) and Greece (9.5%).

Across the EU, people at risk of poverty or social exclusion were less likely to live in homes with improved energy efficiency than the rest of the population (17.4% compared with 25.6%).

The widest gaps between the two groups were recorded in the Netherlands (45.3% versus 63.3%), Cyprus (16.7% versus 30.3%) and Denmark (22.9% versus 36.4%). In Bulgaria, the corresponding shares were 21.8% and 33.0%.
