Ukraine, Japan discuss energy cooperation for 2027-2030

First Vice Prime Minister and Minister of Energy Denys Shmyhal met with Japan’s ambassador to Ukraine, Masashi Nakagome, to discuss cooperation and additional support for the energy sector.

The Ministry of Energy reported the meeting, CE Report quotes Ukrinform.

The parties discussed the need to accelerate procurement of 62 power transformers for frontline regions of Ukraine, with support from the Japan International Cooperation Agency (JICA). One transformer has already been delivered to the Kherson region, and 27 to the Mykolaiv region.

Work is also underway with Japanese partners to procure specialized equipment for gas extraction. Ukraine is interested in exploring cooperation opportunities to restore and modernize thermal power plants (TPPs) and combined heat-and-power plants (CHPs) during 2027–2030.

“We count on continued cooperation in preparing for the 2026/2027 autumn–winter season, since Russia continues to carry out targeted strikes on our energy and gas infrastructure,” Shmyhal said.

The ministry noted that through its hubs Ukraine has received more than 113 tonnes of humanitarian aid, including 259 backup power units. Support provided under various programs also included two gas turbines and mobile substations, 181 generators, 118 transformers, 6,400 gabions and other equipment.

Previously reported that Minister for Recovery, Infrastructure and Transport Mykola Kalashnyk met with Ambassador Masashi Nakagome to discuss preparations for the heating season and the development of decentralized heating solutions.

The Japanese government has already provided USD 20 billion to Ukraine since the start of Russia’s full‑scale invasion.
