What measures is the Ministry of Energy currently taking to strengthen the cybersecurity and cyber resilience of Romania’s energy infrastructure?

The Energy Sandbox framework is designed precisely to test innovative solutions, such as V2G, in a controlled regulatory environment. The outcomes and lessons learned from the pilot project will be thoroughly assessed upon its completion, including technical performance, system impacts, consumer implications, and market compatibility.

Based on this evaluation, the Ministry of Energy, in cooperation with relevant authorities and stakeholders such as National Agency for Energy Regulation and system operators, will consider the need for possible regulatory adjustments, which may cover distinct aspects such as technical grid integration requirements, regulatory classification, and potential market participation frameworks, including the introduction of permanent provisions that could enable bidirectional energy flows and recognize electric vehicles as distributed energy storage resources.

Any consideration of permanent regulatory provisions would be conditional upon evidence that such solutions deliver measurable system benefits while maintaining grid stability and consumer protection.

Such steps would be aligned with national energy policy objectives and relevant European regulatory developments, which would serve as reference benchmarks rather than automatic transposition.

Is the Ministry considering cooperation with international cybersecurity partners to enhance protection against hybrid threats to the energy sector?

Regarding system reliability and cybersecurity, these aspects are key considerations within the Energy Sandbox framework. The pilot project includes requirements related to technical performance, data protection, and cybersecurity, and enables controlled testing of these aspects under real operating conditions. Within the sandbox framework, particular attention is given to distinguishing and jointly managing grid reliability risks and ICT-related cybersecurity risks, including data exchange and control interfaces. Should V2G solutions demonstrate viability and be considered for wider deployment, appropriate measures would be developed in close coordination with system operators, the national energy regulator, and competent cybersecurity authorities, to ensure the secure and reliable operation of the power system with due consideration to grid stability, data protection, and cybersecurity requirements. The experience gained through the sandbox will be useful for future governance decisions, mechanisms and protocols.
