Montenegro expects additional funds from EU Western Balkans Growth Plan
Montenegro expects an additional €55 million from the European Union’s Western Balkans Growth Plan, the Montenegrin Ministry of European Affairs announced.
The Government of Montenegro approved its third semi-annual report under the EU Instrument for Reforms and Growth, prepared by the Ministry of European Affairs in cooperation with the Ministry of Finance and other relevant institutions, the statement said, CE Report quotes FENA.
The reports were prepared to monitor the implementation of Montenegro’s Reform Agenda for 2024–2027, which is a key operational mechanism of the EU Growth Plan for the Western Balkans.
“If the European Commission confirms the submitted assessment, Montenegro will be granted an additional €59 million for the steps taken, proportionally reduced by 7%, which were allocated as pre-financing in May 2025. This would represent a significant financial and reform step forward within the Growth Plan,” the statement said.
The European Union (EU) Growth Plan for the Western Balkans, which provides access to an additional €6 billion in financial assistance, came into force on 25 May 2024.
The plan is designed to further strengthen the economic potential of Western Balkan countries over a ten-year period. To support the implementation of reforms paving the way for EU membership, the European Commission has made €6 billion available in grants and favorable loans.
Of this, €2 billion is provided as grants, i.e., non-repayable aid, while the remaining €4 billion is in the form of loans with very favorable conditions.
The EU Council stated that the main goal of the Growth Plan is to support the alignment of Western Balkan countries with EU values, laws, rules, standards, policies, and practices, so that they may one day become part of the European family.
