Ukraine discusses post-war recovery with Germany

A delegation from Ukraine's Ministry for Communities and Territories Development paid a working visit to Germany to discuss further cooperation on housing policy, spatial planning, and post-war recovery.

That is according to the ministry's website, CE Report quotes Ukrinform.

During the meetings, the Ukrainian and German sides discussed social, affordable, and rental housing systems, their financing mechanisms, as well as the role of municipalities and housing companies in providing housing for citizens.

The Ukrainian delegation presented the progress of the country's housing reform, its approach to developing social housing, and mechanisms for providing housing to the population.

"This visit is part of a systematic and long-term dialogue between Ukraine and Germany on housing policy and urban development. We have identified the next steps in our cooperation and launched preparations for new joint initiatives to support Ukraine's housing reform and recovery," said Deputy Minister for Communities and Territories Development Nataliia Kozlovska.

The parties also devoted particular attention to spatial planning. The Ukrainian delegation familiarized itself with Germany's model of spatial development management and building legislation, while presenting Ukraine's own progress in digitalizing urban planning, developing the Urban Planning Cadaster, and creating a digital spatial planning system.

According to Kozlovska, Ukraine is implementing an integrated recovery approach that envisions the comprehensive development of communities by combining housing, transport, engineering, and social infrastructure within a single planning framework.

As part of the visit, the Ukrainian delegation met with representatives of Germany's Federal Ministry for Housing, Urban Development and Building, the Federal Ministry for Economic Cooperation and Development, the European Commission, the European Investment Bank, KfW, GIZ, the Berlin Senate, and municipal housing companies.

The ministry noted that the visit marked a practical continuation of the implementation of the Declaration on the Strategic Partnership between Ukraine and Germany and the Joint Declaration of Intent signed in April 2026.
