Montenegro invites employers to join Professional Training Programme
A public call for employers from the private and public sectors to participate in the Professional Training Programme for Persons with Higher Education Qualifications, operating in Montenegro, will be published today, September 10, 2026. Applications will be accepted from September 15 at 12:00 until October 15, 2026, at 12:00.
Employers must apply to participate in the programme through the e-Government portal, via the eUprava platform, CE Report informs via the Montenegrin government website.
Since last year, applicants have been required to have an electronic identity card (eID card) and a compatible card reader. This year, the application process has also been expanded to allow the use of an electronic certificate issued by Montenegro Post, containing an identification number (IB).
The electronic identity card must be activated in accordance with instructions issued by the Ministry of Interior.
After successfully activating the card, it must be registered with the Electronic Identification and Authentication System (Ns eID) in accordance with the instructions published on the eUprava portal.
Applications for vacancies under the Professional Training Programme can be initiated through the programme's dedicated page on the eUprava portal.
After the employer application period ends, participants will have the opportunity to apply for professional training from October 16 to November 16, 2026, and select their preferred employer.
The programme is open to persons with higher education qualifications who have no work experience at the relevant education level and are registered with the Employment Agency.
Employers are required to provide participants with training in accordance with the Professional Training Programme for Persons with Higher Education Qualifications.
The programme aims to help reduce youth unemployment, facilitate the transition of young people from education into the workforce, and provide guidance to higher education institutions when designing their enrolment policies.
