Ukraine, Germany advance industrial Ramstein initiative in Kyiv talks

Ukraine’s Minister of Economy and Environment Oleksandr Kravchenko met on October 4 with Germany’s Federal Minister for Economic Affairs and Energy Katherina Reiche during her visit to Kyiv.

The ministers focused on two priority areas — a new mechanism for war‑risk insurance and the development of the joint Industrial Ramstein initiative.

Ukraine is currently designing an updated war‑risk insurance model that would raise compensation for affected businesses to USD 10 million.

“This is the first tier of losses the state will cover. We want the mechanism to be genuinely useful for large companies and create conditions for private insurers and reinsurers to join. Ukraine expects G7 support for this model, including Germany’s participation in establishing a dedicated fund for targeted financing,” Kravchenko said.

The discussion also centered on the needs of Ukrainian businesses amid ongoing attacks on production and logistics infrastructure, the restoration of industrial capacity, the attraction of German investment and technology, and further implementation of the Industrial Ramstein initiative.

The ministers devoted separate attention to shifting from emergency support for Ukrainian companies to systematic industrial modernization and deeper integration of Ukrainian manufacturing into European supply chains.

They discussed next steps to launch the pilot phase of the program and scale it up. Ukraine expects the mechanism to help not only replace equipment lost to the war but also upgrade production technologically and build long‑term industrial links between Ukrainian and German companies.

Ukraine also proposed expanding direct cooperation with German federal states and their industrial clusters, matching specific needs of Ukrainian enterprises with the technological specialization of individual German regions.

Other topics included expanding the presence of German companies in Ukraine, establishing joint ventures, localizing production, developing joint R&D projects, and advancing war‑risk insurance instruments.

Kravchenko thanked Germany for its consistent support and stressed that industrial cooperation should become one of the foundations of long‑term economic partnership between the two countries.

Earlier reported that the Industrial Ramstein initiative, launched by Ukraine and Germany in April 2026, aims to provide Ukrainian companies with access to modern industrial equipment and financial tools for recovery and modernization. Germany is allocating EUR 30 million in initial funding to launch the initiative.
