Karadjov Backs PPPs for Infrastructure

Deputy Prime Minister and Minister of Transport Grozdan Karadjov is advocating for a new strategy to revive Bulgaria’s stalled infrastructure projects by expanding the use of public-private partnerships (PPPs). Citing limited public funding, Karadjov emphasized on Facebook that PPPs offer a transparent, state-beneficial alternative to traditional concessions, CE Report quotes BTA

He highlighted long-delayed projects such as the Black Sea Motorway, tunnel networks in the Central Balkans and Sofia, and the Petrohan tunnel, proposed as early as 1974. According to Karadjov, PPPs ensure infrastructure remains publicly owned while leveraging private investment, with institutions like the World Bank and EBRD providing oversight.

Karadjov pointed to successful airport and port concessions as proof that PPPs can generate revenue and modernize infrastructure without burdening the state budget.
