Herzeg-Bosnia County sets new salary calculation base

Today, annexes to collective agreements and an agreement establishing the salary calculation base were signed at the Government of Herzeg-Bosnia County building with representative trade unions representing employees in healthcare, primary and secondary education, as well as government institutions of Herzeg-Bosnia County.

By signing these documents, the Government of Herzeg-Bosnia County has formalized decisions and agreements aimed at further improving employees’ material rights and ensuring higher salaries in public services, while also taking into account the stability and sustainability of the county budget, CE Report informs via the Government of Herzeg-Bosnia County's official website.

Improved Material Rights for Healthcare Workers

Dijana Novković Pećanac, Minister of Labour, Health, Social Welfare and Displaced Persons of Herzeg-Bosnia County, signed, on behalf of the county government, amendments to the Collective Agreement on the Rights and Obligations of Employers and Employees covering doctors of medicine and dentistry, nurses and technicians, and auxiliary healthcare workers in Herzeg-Bosnia County.

The amendments were signed with Dr Ivica Jozić, President of the Herzeg-Bosnia County Doctors’ Union; Leo Dolić, President of the Nurses and Technicians’ Union; and Franciska Cikojević Šarić, President of the Auxiliary Healthcare Workers’ Union.

Under the amendments, effective August 1, 2026, the net hourly wage will increase to KM 3.50, while job-complexity coefficients will also be increased, further improving the material rights of healthcare employees.

Annex I to Collective Agreement for Civil Servants Signed

Herzeg-Bosnia County Prime Minister Ivan Vukadin and Josip Vidović, President of the Trade Union of Civil Servants, Administrative Staff and Employees of Herzeg-Bosnia County, signed Annex I to the Collective Agreement for civil servants, administrative staff and employees in county government institutions. The signing was also attended by Minister of Justice and Administration Aleksandar Rodić.

The signed annex further regulates the rights of civil servants, administrative staff and employees in the county government institutions.

Collective Agreement Annexes for Primary and Secondary Education

Herzeg-Bosnia County Minister of Science, Education, Culture and Sports Ante Tadić signed annexes to collective agreements covering primary and secondary education.

The annexes were signed on behalf of the unions by Adela Vrdoljak, Deputy President of the County Board of the Primary Schools Trade Union, and Josip Perković, President of the Secondary Schools Trade Union.

The signed annexes further regulate material rights and improve the position and rights of employees in primary and secondary education throughout Herzeg-Bosnia County.

Salary Calculation Base Set at KM 490 From August 1

Herzeg-Bosnia County Prime Minister Ivan Vukadin also signed an agreement establishing the salary calculation base with representatives of the civil servants’ union and the primary and secondary education unions.

The agreement was signed by Josip Vidović, President of the Trade Union of Civil Servants, Administrative Staff and Employees; Adela Vrdoljak, Deputy President of the County Board of the Primary Schools Trade Union; and Josip Perković, President of the Secondary Schools Trade Union.

The agreement sets the salary calculation base at KM 490, applicable from August 1 through December 31, 2026, thereby ensuring higher salaries for employees covered by the relevant collective agreements.

“By signing these documents today, we have completed an important and demanding process and adopted concrete decisions that further improve the material rights of employees in healthcare, education and county government institutions,” Prime Minister Ivan Vukadin said.

He added that negotiations in the healthcare sector had been particularly demanding, requiring seriousness, responsibility and a readiness to find solutions quickly. According to Vukadin, the government remained open to dialogue while ensuring the interests of healthcare workers were protected and the stability of the healthcare system and safety of citizens were preserved.

Vukadin said the Government of Herzeg-Bosnia County had once again demonstrated its readiness to listen to social partners, take justified demands into consideration and, when necessary, take responsibility and adopt concrete decisions.

The latest agreements are part of the county government's efforts to improve the material position of public-sector employees. By increasing rights for healthcare workers and establishing a new salary calculation base for employees in education and government institutions, the government said it would continue implementing measures to improve working conditions while ensuring the stable functioning of public services within available budgetary resources.
