
NATO explains Prioritised Ukraine Requirements List - EXCLUSIVE
In an exclusive interview with CE Report, NATO official Daniele Riggio provided detailed insights into the recently announced $500 million military aid package for Ukraine, jointly funded by Denmark, Norway, and Sweden under the Prioritised Ukraine Requirements List (PURL) initiative.
On 14 July 2025, US President Donald Trump and Secretary General Mark Rutte announced that the US will provide crucial equipment for Ukraine, funded by European Allies and Canada. This initiative, the Prioritised Ukraine Requirements List (PURL), is a voluntary effort and will be coordinated by NATO. All Allies are encouraged to take part in the PURL initiative.
"In close coordination with Ukraine, the United States and the Supreme Allied Commander Europe (SACEUR) have validated priority operational requirements, such as air defence systems, ammunition, and other critical equipment. SACEUR will continue to validate packages, worth roughly $500M each, of equipment and munitions that correspond to Ukraine’s battlefield needs. The focus is on equipment that is ready for immediate delivery from US stockpiles, and that the United States can provide in greater volumes than Europe and Canada alone can provide. The delivery of PURL will be coordinated by NATO, including through our command in Wiesbaden – NATO Security Assistance and Training for Ukraine (NSATU)," a NATO official explained.
He pointed out that in response to Ukraine’s needs, new packages are being prepared rapidly and regularly.
"The first two packages were funded by the Netherlands (4 August) and Denmark, Finland and Sweden (5 August). We expect the first shipments in the coming weeks. Packages will be prepared rapidly and issued on a regular basis. We expect to announce further contributors to the PURL initiative soon," Daniele Riggio noted.
Support provided through PURL will complement other ongoing initiatives to support Ukraine, including the NSATU Trust Fund and the CAP Trust Fund, as well as a range of other Allied initiatives, which continue to play a vital role.
"This new initiative brings together key decisions made by leaders at the NATO Summit in The Hague: increasing defence investment and supporting Ukraine.
The aim of all Allied security assistance to Ukraine is to bring the war to a just and lasting end, as quickly as possible," a NATO official concluded.
