Albania launches National Children’s Rights Agenda 2027-2030
The Ministry of Health and Social Welfare of Albania, in cooperation with national and international partners, launched the National Agenda for Children’s Rights 2027–2030 — a strategic document aimed at strengthening the protection system and empowering the rights of every child in Albania.
The Minister of Health and Social Welfare, Prof. Evis Sala, speaking at the event promoting the agenda, emphasized the importance of a new and inclusive approach to childhood, placing children’s safety, well-being, and healthy development at the center, CE Report informs via the Ministry of Health and Social Welfare of Albania's official website.
“No child should grow up in fear. No child should feel excluded. And no child should be left behind. That is why today we are launching the National Agenda for Children 2027–2030 not just as a document, but as a promise to do more for children’s protection, their mental health, online safety, and for an Albania where every child has the opportunity to dream and move forward,” Minister Sala said.
With the slogan “SAFE, PROTECTED, AND HEARD CHILDREN,” the agenda aims to prioritize children’s needs, well-being, and active participation, while also strengthening socio-health education and promoting a healthy and sustainable lifestyle.
Through this strategic document, the importance of close cooperation between public institutions, civil society organizations, and the community is highlighted in creating safe, protective, and inclusive environments for children.
The agenda also promotes shared responsibility to listen to children’s voices, ensure healthy nutrition and their full development, and protect them from all forms of violence, abuse, bullying, discrimination, exploitation, and any other risks, both in everyday life and in the digital environment.
Meanwhile, child care policies continue through National Programs. For the period January–March 2026, 19,218 children benefited from the vision screening program, 94,782 children from dental care programs, and 2,940 girls and 1,343 boys received the HPV vaccine.
Additionally, 138 children received counseling and 20 cases were referred during the January–March 2026 period through the ALO 116-111 counseling line.
In the context of deinstitutionalization, the number of children living in public residential institutions has decreased from 246 in 2021 to 199 at the end of 2025, reflecting the expansion of alternative services and improved prevention mechanisms.
