Greece’s state budget recorded a primary surplus of €5.34 billion on a modified cash basis for January–May 2025, far surpassing the target of €1.06 billion and the €3.20 billion surplus in the same period of 2024, the Finance Ministry announced Wednesday, CE Report quotes Athens-Macedonia

The overall budget surplus reached €1.88 billion, beating the projected deficit of €2.48 billion and improving significantly from the €535 million deficit recorded in the same period last year.

The ministry clarified that some temporary shifts in payments and revenue accounting—such as €1.99 billion in deferred budget payments and €342 million in tax revenues booked for 2024—do not affect the general government’s fiscal balance.

Even after adjustments, the primary surplus still exceeds targets by around €1.45 billion. This includes early income tax collections of about €665 million due to the earlier opening of the tax return platform in mid-March.

Net state revenues totaled €28.97 billion, up 6% from budget targets, including nearly €785 million in fiscally neutral transactions related to the 2024 Attica Motorway concession agreement.
