Moldova updates national EU accession program 2025-2029
The National Program of Accession (NPA) of the Republic of Moldova to the European Union (EU) for the period 2025–2029 has been updated. According to the Government Decision approved on Monday, 29 December, the document brings together the legislative and implementation actions to be carried out in the coming years in key areas such as justice, economy, environment, agriculture, and education.
By adopting this decision, the Government reaffirms its commitment to continue Moldova’s European path, noted Vice Prime Minister for European Integration Cristina Gherasimov during the Cabinet meeting, CE Report quotes MOLDPRES.
Cristina Gherasimov stated that updating the NPA is necessary to reflect Moldova’s progress in dialogue with the European Union, including the results of the chapter-by-chapter evaluation process and the recommendations made by the European Commission in its enlargement report. At the same time, the document integrates new commitments undertaken by authorities during the accession negotiations.
“Through this update, we bring together in a single document all legislative and implementation actions that need to be carried out in the coming years for key areas such as justice, economy, environment, agriculture, or education. Roadmaps for the rule of law, public administration reform, and the functioning of democratic institutions are also integrated, as well as actions from the reform agenda under the Growth Plan,” Gherasimov explained.
The Vice Prime Minister also provided concrete data on the scale of alignment with the EU acquis.
“In this regard, I would like to mention again that we have planned 1,835 EU acts for transposition. These are divided into two categories: transposition actions – where we have 1,532 normative actions – and implementation actions, aimed at adjusting the regulatory framework and institutional capacity of ministries and agencies to align with the European legal framework. Here we are talking about 1,721 implementation actions,” Gherasimov stated.
According to her, the actions foreseen in the Program are distributed over a five-year period, 2025–2029, and will be implemented by state institutions in partnership with representatives of civil society, the business environment, and the academic sector.
The official emphasized that the updated Program establishes concrete deadlines, clear responsibilities, and monitoring mechanisms, so that the implementation of reforms is better coordinated and easier to track.
“For citizens, this program means more efficient institutions, more accessible public services, fairer rules, greater transparency, as well as a more competitive economy aligned with European standards,” added the Vice Prime Minister.
The National Program of Accession of the Republic of Moldova to the European Union for 2025–2029 was updated following a broad process of public consultations, involving civil society, the business sector, and the academic community.
“By adopting this Government decision, we reaffirm our commitment to continue firmly and responsibly the country’s European path through real, planned, and citizen-oriented reforms,” Gherasimov said.
The National Program of Accession of the Republic of Moldova to the European Union for 2025–2029 was approved by the Government on 28 May and represents the main planning and monitoring document for fulfilling obligations generated and assumed during the accession negotiations. The document defines priorities, actions, timelines, and resources necessary to harmonize national legislation with the EU acquis, as well as activities for adapting national institutions to the administrative structures of the European Union.
As reported by CE Report, updating the NPA is carried out annually, in accordance with the provisions of the Government decision, by integrating actions necessary for implementing recommendations from the annual progress reports published by the European Commission under the EU Enlargement Package, as well as other commitments undertaken during Moldova’s accession negotiations to the European Union.
