Moldova submits request to verify electricity integration package

The Ministry of Energy has submitted an official request to the Secretariat of the Energy Community to initiate the Verification Process of the procedure for transposing the Electricity Integration Package (EIP) into the national legislative and regulatory framework, a process that precedes the start of electricity market coupling, CE Report quotes MOLDPRES.

According to the Ministry of Energy, by completing this transposition process, the Republic of Moldova achieved a major milestone at the end of 2025, aligning its electricity market with European Union standards and creating the conditions for full integration into the EU single electricity market.

In the summer of 2025, the Ministry transposed the Directive on common rules for the internal electricity market and the Regulation on risk preparedness in the electricity sector. Later, in November 2025, the full package of EIP-related legislation was approved in accordance with the ministerial requirements established within the Energy Community in 2022. This framework includes the adoption of network Codes and Guidelines in the electricity sector, aimed at ensuring a competitive, transparent, and efficient functioning of the electricity market.

A key operational milestone was the launch on December 17, 2025, of the intraday electricity market by the Moldovan Energy Market Operator (OPEM), completing the architecture required for competitive trading.

Technical integration of the power system had already been achieved in 2022, when Moldova’s network was connected to the continental European grid. From the end of 2024, the export capacity from the European Union to Moldova increased significantly, strengthening supply security.

Implementation of the Integration Package also includes new regulations on energy storage, digitalization of the sector, and strengthening consumer protection. The strategic goal of the reform is the transition to a competitive, transparent, and efficient market, reducing dependence on non-EU external sources, and strengthening the country’s energy independence.

The transposition of the EIP acquis allows Moldova to advance toward coupling its national market with the EU electricity market, with the final acts to be evaluated by the Energy Community Secretariat and the European Commission within the Verification Process.
