National Assembly Committee to Review Interim Budget Framework for 2025

The Budget and Finance Committee of the National Assembly is set to review on Tuesday the second reading of a draft law governing revenue collection and expenditure execution for 2025. The proposal, submitted by the Council of Ministers, aims to regulate financial operations for up to three months until the adoption of the State Budget and budgets for the National Social Security Institute (NSSI) and the National Health Insurance Fund (NHIF), CE Report quotes BTA

The draft law mandates adherence to the Public Finance Act, the Social Insurance Code, and the Health Insurance Act. In cases where revenue falls short, the law provides for proportional reductions in payment limits, with a priority given to salaries and social payments, ensuring their full disbursement.

The proposal was unanimously approved at its first reading in Parliament on January 9, receiving 207 votes in favor. Caretaker Deputy Prime Minister and Finance Minister Lyudmila Petkova explained that the bill was necessary as the 2025 budget bills for the State, NHIF, and NSSI had not yet been addressed by the National Assembly.

The draft law seeks to ensure the continued functioning of state and municipal institutions while safeguarding citizens’ rights to wages, pensions, social benefits, and tax preferences. It also guarantees legal certainty until the formal adoption of the 2025 budget legislation, as highlighted in the explanatory memorandum.
