Ukraine begins testing electronic consignment note system

Starting today, Ukraine has begun accepting applications from electronic document management operators to test the electronic consignment note (ECN) system in the field of domestic freight transportation.

This was announced on Facebook by Deputy Minister of Community and Territorial Development Serhiy Derkach, CE Report quotes Ukrinform.

“Today marks the start of accepting applications from electronic document management operators to test the electronic consignment note system. This is an important step towards launching a system that will digitize one of the most common transport procedures,” Derkach said.

According to him, after testing and connecting operators to the system, businesses will be able to generate and use ECNs instead of paper ones.

The team at the Ministry of Development, together with the technical administrator of the State Enterprise “Industry Center for Digitalization and Cybersecurity” and Ukrtransbezpeka, is already synchronizing the systems so that inspectors can check ECNs online.

Next steps include expanding functionality, connecting new operators, launching adjustment acts, and preparing for the mandatory transition to ECN.

The use of the basic ECN form is expected to begin in December.

As reported, the ECN system is based on international data exchange standards. This will facilitate integration with the European e-CMR system. The introduction of e-CMR will simplify document management and business processes in the future.
