EU transport funding bid brings Bulgaria, Romania, Greece together

The transport ministries of Bulgaria, Romania and Greece will jointly apply for funding under the 2026 call for project proposals within the Connecting Europe Facility (CEF) Transport sector for 2021–2027.

The call is open until October 6, 2026, and covers two areas: the Cohesion Package and the Military Mobility Package, CE Report quotes BTA.

The proposed projects are located mainly along the central and western axes of the Baltic Sea–Black Sea–Aegean Sea European transport corridor, as well as along connected sections of the Trans-European Transport Network (TEN-T).

The initiative is being implemented on the basis of a Memorandum on Enhanced Cross-Border Cooperation under the Black Sea–Aegean Sea Corridor Platform and its accompanying Action Plan. The documents were signed in Brussels on December 3, 2025, and establish a framework for the coordinated planning, preparation, financing and implementation of priority cross-border transport projects along the Baltic Sea–Black Sea–Aegean Sea and Rhine–Danube European transport corridors.

Under the Cohesion Package, the three countries plan to conduct pre-feasibility studies for the Mihaylovo–Dimitrovgrad railway section, as well as for the construction of the Lyubimets–Svilengrad–Greek border railway section.

The Military Mobility Package includes the construction and expansion of the section between the end of the Struma Motorway and the Kulata Border Crossing. It also includes a study of the Veliko Tarnovo–Nikolaevo to Maritsa Motorway project and the construction of electrification infrastructure on the Danube Bridge–Ruse Marshalling Yard railway section.

The projects aim to enable faster and more efficient movement of passengers and freight, strengthen the resilience of transport infrastructure and supply chains, and support the development of dual-use infrastructure, including infrastructure designed to facilitate military mobility.
